The Promise of Engagement is a project borne of frustration – and of hope.For those of us living under a representative system of governance, I believe we should engage with the policy decisions that are taken in our name – including those decisions whose impact is felt outside of our national borders. Citizen engagement in foreign policy is something to be encouraged – but not without question.

On Darfur, one question that I needed to find an answer to was how to account for the mismatch between the efforts of a sustained and unprecedented citizen advocacy movement, and the situation on the ground in Darfur today. Only by taking the time to go ‘behind the scenes’ of policy formulation on Darfur, is it possible to tease out the channels through which policy has actually been made, and the ways in which citizen advocacy has and has not had an influence.

For the past four years I have been investigating this question, in between time in Sudan, studies at Harvard Law School, and work at the International Criminal Court. As a Visiting Fellow at the National Security Archives I am the beneficiary of fantastic support in all the Freedom of Information Act (FOIA) requests I am making to the U.S. government and with a grant from the Open Society I had until January 2010 to work on this investigation full-time.  As this project comes to a close in terms of the book itself, the findings from this research open up new questions about the best ways forward for citizens who want to influence the foreign policy of their government.

The narrative that is told about our responses to Darfur will influence how the world responses to mass atrocity crimes in the future . . .

بالنسبة لنا الذين نعيش في ظل نظام حكم تمثيلي, اعتقد اننا يجب ان نشارك في القرارات السياسية التي تتخذ باسمنا—بما في ذلك القرارات التي يحس اثرها خارج حدودنا الوطنية. ان مشاركة المواطنين في السياسة الخارجية لهو امر يجب تشجيعه—لكن ليس دون سؤال.

فيما يتعلق بدارفور, فان السؤال الذي احتجت ان اجد له اجابة كان هو كيف نحاسب على الخلط بين حركة المناصرة المواطنية الثابتة و التي لم يسبق لها مثيل, و الحال في ارض الواقع في دارفوراليوم. فقط باخذ الوقت للخوض” وراء مشاهد” صياغة السياسة المتعلقة بدارفور, يصبح من الممكن ان نؤثر في القنوات التي توضع عبرها السياسة  حقيقة, و الطرق التي اثرت بها حركة المناصرة المواطنية او لم تؤثر.

لقد ظللت احقق في هذا السؤال في السنوات الثلاث الماضية, بين الوقت الذي امضيته في السودان, مدرسة هارفرد للقانون, و العمل في المحكمة الجنائية الدولية. بمنحة من معهد المجتمع المفتوح—التي انا ممتنة لها جدا جدا—لدي حتى 2010 لاعمل متفرغة في هذا التحقيق. هذا الموقع سوف يكون منتدى عمل مستمراتمنى ان تتحدوا خلالها افكاري و تشككوا في افتراضاتي, وانا ابدا في كتابة استنتاجاتي في كتاب.

ان القصة التي سوف تحكى عن كيفية استجابتنا لدارفور, سوف تؤثر في كيفية استجابة العالم لجرائم الاعمال الوحشية في المستقبل…

Promesse d’Engagement est un projet né de la frustration mais aussi de l’espoir.

Je pense qu’il serait utile à ceux d’entre nous qui vivons sous des régimes basés sur la représentation démocratique, de nous entretenir des décisions politiques prises en notre nom – y compris les décisions dont l’impact se fait sentir au-delà de nos frontières nationales. L’engagement des citoyens dans la politique étrangère est une chose qu’il faut encourager tout en le remettant en question.

En ce qui concerne le Darfour, l’une des questions auxquelles je cherche une réponse est: comment peut-on justifier la discrépance entre, d’une part,  les efforts d’un mouvement citoyen d’une ampleur inconnue auparavant et, d’autre part, la situation actuelle sur le terrain au Darfour. Ce n’est qu’en prenant le temps de regarder dans les coulisses des politiques énoncées au sujet du Darfour qu’il nous sera possible de constater à travers quelles filières ces politiques ont été établies , et les chemins à travers lesquels le mouvement citoyen réussit à avoir de l’influence -ou pas.

Durant ces dernières trois années, j’ai entrepris de nombreuses recherches sur cette question, entre des séjours au Soudan, mes études à Harvard et mon travail pour la Cour pénale internationale. Grâce à une bourse que m’a accordée Open Society – à laquelle je suis extrêmement reconnaissante- j’ai jusqu’à Janvier 2010 pour travailler à plein temps sur ces recherches. Je souhaiterais que ce site internet devienne un forum sur lequel je puisse expliquer mon travail, et à partir duquel j’espère que vous remettrez en question mes idées et mes affirmations lorsque je serai prête à intégrer mes résultats dans un livre.

Je ne doute pas un instant que l’histoire de nos réponses sur le Darfour n’ait une influence sur la façon dont le monde fera, à l’ avenir, face aux crimes de masse . . .

Obywatelskie zaangażowanie w polityce zagranicznej jest czymś koniecznym, ale należy to robic w poważny i odpowiedzialny sposób.

Sprawa ludobójstwa w Darfurze nasuwa jedno główne pytanie: dlaczego istnieje aż tak wielka rozbieżność pomiedzy trwałą, bezprecedensową mobilizacją obywatelską a realną sytuacją w Darfurze? Tylko przez spojrzenie za kuluary gdzie zapadają decyzje, możliwa będzie obiektywna ocena skutków i skuteczności obywatelskiego zaangażowania.

Przez ostatnie trzy lata pomiedzy studiami na wydziale prawa w Harvardzie i praca w Miedzynarodowym Trybunale Karnym zajmowalam sie problematyką Sudanu i poszukiwaniem odpowiedzi na to pytanie.

Dzięki stypendium z fundacji Open Society moge pracować nad tym zagadnieniem aż do stycznia 2010 roku, i mam nadzieję że ta strona Internetowa zachęci Państwa do otwartej i rzetelnej dyskusji na te ważne chociaż trudne tematy.

La Promessa di Impegno e’ un progetto nato dalla frustrazione e dalla speranza.

Credo che tutti coloro che vivono in un sistema di governo rappresentativo, debbano avere una voce nelle decisioni prese nel loro nome, anche quelle il cui impatto è avvertito al di là dei loro confini nazionali. L’impegno dei cittadini nella politica estera deve essere incoraggiato, ma non senza domande.

Riguardo al Darfur, la domanda a cui avevo bisogno di trovare una risposta era questa: come spiegare un così grande distacco tra l’impegno profuso smisuratamente dai cittadini e la situazione sul terreno?

Solo concedendosi il tempo di scavare all’interno delle politiche sul Darfur, è possibile sbrogliare la matassa, capire davvero ciò che è stato fatto e se la pressione esercitata dai cittadini ha avuto una qualche influenza.

Gli ultimi tre anni, tra viaggi in Sudan, studi ad Harvard e lavoro al Tribunale Penale Internazionale, li ho passati a indagare su questa questione. Grazie ad una borsa di studio concessami da Open Society – alla quale sono estremamente grata – potrò dedicarmi, fino al 2010, a tempo pieno, a questa indagine. Questo sito sarà un work-in-progress attraverso cui, spero, voi tutti possiate mettere alla prova le mie idee, mentre io comincio a raccogliere gli indizi in un libro.

Le nostre risposte al Darfur influenzeranno il modo in cui il mondo risponderà ai crimini e alle atrocità di massa nel futuro.
